CSEA ACCOMPLISHMENTS—EXPANDING & PROTECTING OUR BENEFITS SINCE 1939!

MOST RECENT VICTORIES FOR STATE EMPLOYEES & RETIREES:

  • Expanded the preferred pharmacy network for UnitedHealthcare Members! (2020)
  • Extended pension and health care agreement to 2027—at a time when your benefits were under attack, we were able to extend them for another TEN years! (2017)
  • Silver Sneakers was a benefit our retirees requested for years. When the transition for Medicare age retirees to the United Healthcare Medicare Advantage took place, we made sure Silver Sneakers was part of their benefit package.  (2018)
  • Hearing Aids are now fully covered, and retirees may obtain new hearing aids every three years. How many retirees do you know that have full coverage for hearing aids?   (2016)

CSEA’S PROUDEST ACCOMPLISHMENTS:

  • Secured a defined benefit pension plan for all State employees (1939)
  • Established cost of living adjustments for State pensions (1963)
  • Won 100% paid for Retiree Health Insurance (1988)
  • Gained representation on the State of Connecticut Healthcare Cost Containment Committee which oversees the State Employee Retirement Services health plan (On-going)
  • Won free dental cleanings with no ‘balance billing’ in the Basic Plan and a benefit for implants in the Enhanced Plan (2014)
  • Won free prescription maintenance drugs for retirees with chronic diseases (2012)
  • Fixed the Medicare Part B payment to reflect the actual payment made by the state retiree and spouse (2009)
  • Equalized the prescription drug benefits for retirees living outside of Connecticut (2008)
  • Fixed the Social Security offset for Tier 1 Plan B members to take into account the adjusted age to receive full Social Security benefits (2007)
  • Established the State Contracting Standards Board to oversee the expenditure of State funds on outside contractors (2004)
  • Increased oversight of pension investments through the Investment of Advisory Committee (2000)
  • Established a minimum pension benefit of $10,000 for fulltime career state employees including those already retired from State service (2000)
  • Established a minimum life insurance payment of $10,000 for career state employees who had life insurance coverage including those already retired from State service (1998)
  • Equalized Retiree Health Insurance benefits with active State Employee Health Insurance benefits (1993)
  • Won payment of interest for delays in finalizing pension benefits (1991)
  • Increased State’s share of payment for dental insurance (1989)
  • Increased minimum disability pension payment to 60% of an employee’s salary (1988)

FOR ALL STATE, MUNICIPAL, & PUBLIC SECTOR EMPLOYEES:

  • Worked to help develop State Department of Disability Services (2008)
  • Worked to help develop State Department of Aging for all Connecticut elders (2006-2013)
  • Retirees seated on SEIU’s Retiree Advisory Board (2003 and on-going)
  • Affiliated with SEIU (Service Employees International Union) incorporating state, municipal  and public sector retired and active employees becoming CSEA SEIU Local 2001 (2001)
  • Working to engage municipalities in the State prescription drug and medical plans (State Partnership Plan) which can lower employee benefits costs in your town or city (on-going)
